Job description

Join our Head Start team! This position is responsible for all programmatic operations of birth to five Head Start services in the areas of operations including ERSEA (eligibility, recruitment, selection, enrollment and attendance), Nutrition Services, Transportation, child care partnerships contract administration, and staff hiring and professional development; including development and implementation of program goals and systems and financial management. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Bachelor's degree in Management, Administration, Early Childhood Education, or a related field. Three years of management experience CERTIFICATES, LICENSES, REGISTRATIONS Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required. Successful registration with the Central Background Registry of the Child Care Division. Candidate required to pass an initial pre-employment physical examination. Candidate must pass pre-employment and random drug/alcohol screenings. KNOWLEDGE, SKILLS AND ABILITIES Strong knowledge of federal, state and local grant budgeting requirements and procedures. Ability to work some evenings, weekends, and early morning hours. Possess advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms. Strong communication skills related to presenting information to top management, public groups, and/or the board of directors, as well as writing speeches and articles for publications. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to write and present technical documents. ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required. Program Management Oversees assigned service areas to ensure systems support program needs and program long and short-term goals and objectives, self-assessment goals, and school readiness goals, including monitoring service delivery. Attends Head Start Leadership Team and Management Team meetings, and monthly Head Start Director meetings, MWVCAA Program Director meetings, Policy Council meetings as appropriate, and MWVCAA Board of Director meetings. Coordinates the completion of the Annual Self-Assessment and Community Assessment. Systems Development and Evaluation Maintains Head Start relationships with Federal, State, and local agencies and groups. Analyzes and interprets data from the Annual Community Assessment, surveys, census and other sources to identify program needs for modification or expansion. Ensures consistency in service delivery across the program with attention to inclusive practices and integration of content areas; encourages continuous improvement of systems. Participates in development of program interagency agreements and contracts. Works in partnership with program managers, coordinators and content area specialists in the areas of ERSEA, Classroom Operations and Staff Development & Training to establish program plans, procedures and ongoing training. Planning, Monitoring and Record Keeping Plans and facilitates regular Leadership and Management Team Meetings. Utilizes the ChildPlus and Teaching Strategies Gold databases to retrieve reports and evaluate program data, goal progress and outcomes. Collaborates with program leadership in program planning in order to provide for continuous improvement and to maintain compliance with federal, state and local regulations and guidelines, including: Completion of annual staff training plan Completion of annual child recruitment plans Completion of annual selection criteria Monitors to ensure all programs maintain full enrollment Overseeing the system for providing annual training on income eligibility to staff, Policy Council and Board of Directors
