Job description

Position Summary PCC’s Early Childhood Education (ECE) graduates provide early learning care and education to Oregon’s young children as teachers and teaching assistants in Head Start programs, child care centers, preschools and family child care homes. PCC operates an ECE Learning Lab School at the Sylvania campus, with the goal of serving as a training and learning facility for PCC’s ECE students while providing high quality early learning care and education to PCC’s students, staff and community members. The Center is accredited by the National Association for the Education of Young Children and is licensed by the Oregon Department of Education Early Learning Division. Job Summary: The Child Development Center Director manages and coordinates all activities of the Child Development Center. Develops, plans and implements policies and procedures needed to operate a comprehensive early learning education and care center for children, parents and soon-to-be early learning educators. Areas of accountability include: national and state accreditation and licensing; budget and contract development and management; staff development and coaching, supervision and evaluation; market and recruit center services to students and community members, provide information on services to parents; grant writing/resource development activities. Models professionalism through communication and ethical decision making in alignment with NAEYC code of ethics. In partnership with the Early Childhood Education program chair and faculty, ensures that curricula/activities in the Center are innovative, evidenced-based, and culturally responsive, as well as align with and mirror curriculum being taught in the ECE Program. Under the guidance of the ECE program, works to build practicum experiences for ECE students so students can implement practices/strategies/curriculum learned in their ECE courses in ECE classroom settings, and where students are viewed as an important part of the learning environment. Under the guidance of the Faculty Department Chairs and faculty, supports other curricular and programmatic initiatives of the Child and Family Studies and Human Services Departments. Duties: Operations Oversees the daily operations of the Child Development Center; supervises, trains and orients staff, schedules breaks and work hours Ensures Center is enrolled at capacity to the maximum extent possible. Develops and implements marketing strategies to increase Center enrollment. Maintains a year-round Center service model Maintains strong relationships, consistent communication and partnership with ECE Department Chair and faculty Accreditation Maintains Child Development Center accreditations and licensing, including Oregon’s Child Development Center licensing regulations related to safety, fire and sanitation. Maintains National Association for the Education of Young Children accreditation Ensures all staff maintain their ORO Step levels; collaborates with ECE Department to develop and deliver relevant professional development for Center Staff and early learning community partners. Trainings will align with ORO Steps. Budget Prepares and manages Center budget, and budgets associated with Center grants and contracts Develops and implements grant funding for Center activities and enrolled families Supervises billing of child care fees. Ensure Center fee structure provides equitable opportunity for PCC students and community members Problem-solves with other departments and divisions regarding resources for Center Staff Recruits, hires, develops, evaluates, and holds Center staff accountable to the NAEYC Code of Ethics and job expectations Organizes orientation activities for new staff Organizes staff development activities. Cultivates a climate of collaboration, collegiality and life-long learning Implements ongoing informal and annual formal assessment of staff and the program using standardized evaluation tools Creates and maintains Center policies and procedures. Develops and revises parent and Center staff handbooks Center as Learning Lab Implement curricula and center activities that align and mirror what is being taught and modeled in the ECE program Ensure student instructional goals and learning experiences developed by ECE faculty are implemented in the Center classroom Coach Center instructional staff to follow curricular and instructional lead of ECE faculty Direct periodic refinement of ECE student practicum experience as directed by ECE faculty Attend ECE CTE Industry Advisory Committee meetings as representative of PCC’s Early Learning Lab See the classification description for additional information: https://www.pcc.edu/hr/employment/management-jobs/program-mgr2/ Candidate Profile These qualifications, skills and abilities are critical for success in this position.
