Job description

Join our Child Care Resource & Referral Team and be part of our state-designated program that offers professional development, technical assistance, and a range of community resources for local child care providers. The Preschool Promise Quality Specialist and Coach provides consultative technical assistance to Preschool Promise Program leaders and instructional leaders in order to increase the availability and quality of Preschool Promise. The person in this position will assist early childhood educators with setting teaching practice goals, reviewing data, and altering practices to achieve continuous high quality early child care and education and will provide ongoing and intensive technical assistance and support to Preschool Promise programs through Practice Based Coaching. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Bachelor's Degree in Early Childhood Education or related field (Human Development, Child & Family Studies, Social Work, Sociology, or Psychology), OR a Step 10 on the Oregon Registry with coursework in age three to five development or an ability to obtain within 1 year. Two or more years of experience in an early learning program(s). Two or more years of experience providing technical assistance and training, including coaching, to early learning educators/ programs or equivalent experience. CERTIFICATES, LICENSES, REGISTRATIONS Driver qualifications required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the past 3 years are required. Candidate must pass a comprehensive MWVCAA background screening prior to employment. Successful registration with the Central Background Registry of the Child Care Division. CPR/First Aid Certification or the ability to obtain within 60 days of hire. Ability to obtain Classroom Assessment Scoring System (CLASS) reliability certification. Ability to obtain master trainer status in Oregon Registry Online. Candidate must pass pre-employment and random drug/alcohol screenings. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of developmentally appropriate practices for preschool age children Experience with identifying early learning program needs Ability to facilitate the implementation of early learning program improvement goals. Experience presenting trainings to adults virtually and/or in-person. Bilingual English-Spanish skills are required. To qualify as bilingual, staff must pass a pre-employment bilingual exam demonstrating fluent speaking, reading, and writing in English and Spanish. Required bilingual staff will receive a pay differential based on language test results. Posted rate is inclusive of 2% bilingual differential. **ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Assists Preschool Promise Program Leaders in acquiring the resources to implement their Preschool Promise program in the following areas: determining program leadership roles, developing and updating job descriptions, hiring and onboarding staff, developing policies and procedures, determining staff schedules, data collection for quality improvement purposes. Facilitates the assessment and resolution of specific concerns: program/organizational, staff, or child/family related issues Collects and shares identified program and teaching practice data to support early learning program and system improvement Provides supports to facilitate program-wide curriculum implementation. Engages in conversation and exploration to understand each program, and how the quality requirements can best be meet in the each early learning setting. Facilitates or supports in the facilitation of Preschool Promise peer learning communities like Focused Child Care Networks, Communities of Practice, and Content-driven cohort groups. Understands key competencies, best practice standards and Preschool Promise program components (e.g. curriculum, assessment, family engagement, NAEYC standards and competencies.) Provides training and technical assistance focused on, but not limited to: inclusionary practices, trauma informed practice, screening and assessment, educational planning, dual language learners, equity, and family engagement (in person and/or virtually.) Facilitates the development of individualized coaching plans with early childhood educators that include teaching practice goals and the steps for achieving them. Assesses early childhood educator teaching practices using the Classroom Assessment Scoring System (CLASS) tool.
