Job description

Join our Head Start team! The Program Manager is responsible for Birth to Five classroom operations of the Head Start, Early Head Start, and Early Head programs including leadership and supervision of the Regional Team Resource Specialists. The person in this position will ensure new staff are appropriately oriented and trained prior to working with children in the classroom. The Program Manager will monitor to ensure that classroom sites are compliant with Office of Child Care licensing regulations. Candidates must submit applications by 6/21/24 to be considered for first-round interviews. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE · Bachelor's degree in Early Childhood Education, Human Development, Education Administration or a related field. · Two years of supervisory experience in an early childhood educational setting. CERTIFICATES, LICENSES, REGISTRATIONS Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required. Successful registration with the Central Background Registry of the Child Care Division. CPR/First Aid Certification is required within first 30 days of hire. Candidate required to pass an initial pre-employment physical examination, renewable every two years Candidate must pass pre-employment and random drug screenings. KNOWLEDGE, SKILLS AND ABILITIES Possess advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms. Strong communication skills related to presenting information to top management, public groups, and/or the board of directors, as well as writing speeches and articles for publications. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to write and present technical documents. ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required. Staff Supervision, Training and Technical Assistance Directs and supervises the work of Regional Team Resource Specialists and on-call substitute classroom staff. Creates and distributes monthly cycle checklists, which includes observations, reflective supervision, files reviews and paperwork of Regional Team Resource Specialist responsibilities and deadlines, and monitors for timely completion. Guides, mentors and coaches to direct report staff, utilizing reflective practice. Schedules on call substitute staff for Head Start and Early Head Start classroom positions. Participates in hiring panels for Head Start and Early Head Start classroom positions Participates in personnel investigations as assigned. Assist Regional Team Resource Specialists in resolving programmatic challenges, and maintaining positive staff morale. Support Regional Team Resource Specialists through consultation regarding staff performance issues, training and coaching in the areas of discipline and corrective action. Reviews performance evaluations for staff who are supervised by Regional Team Resource Specialists. Establishes and supports a culture of reflective, responsive, and individualized supervision. Ensures newly hired classroom staff complete first day orientation prior to working with children in the classroom, and that they receive new staff orientation at the program and agency levels. Participates in the development and implementation of program training plans. Planning, Record Keeping and Monitoring Provides follow up support to Regional Team Resource Specialists to ensure the completion of required services. Creates and implements Regional Team Resource Specialist classroom observation tool. Reviews completed observations and works in partnership with Regional Team Resource Specialist to debrief with staff and identify areas of needed training, support or coaching. Monitors that Regional Team Resource Specialist receives ongoing annual CLASS overview training. Reviews completion of Health and Safety checklists for all classrooms. Follows up on any concerns found. Participates with Management team on program planning and development, program effectiveness, evaluation, and goal setting. Assists with the completion of the program annual self-assessment.
