Oregonians Rally and Testify at Capitol to Highlight the Impact of Head Start

SALEM, Ore. – Families, educators, and advocates from across Oregon gathered at the State Capitol today to rally in support of Head Start and Early Head Start programs and attend a legislative hearing focused on the program’s essential role in the state’s early childhood education system.

Participants filled the Capitol steps with signs and chants, then shared personal stories during a powerful public hearing that highlighted how Head Start programs have changed lives and strengthened communities.

“Head Start is more than early learning, it’s a lifeline for thousands of Oregon families,” said Nancy Perin, Executive Director of the Oregon Head Start Association (OHSA). “We were here today to show the human stories behind the statistics. When we invest in children early, we create lasting change for generations.”

Across Oregon, Head Start programs provide critical services - including education, health screenings, nutrition, and family support - to low-income children and their families. Recent shifts in federal funding and inflationary pressures have left many programs stretched thin, with waitlists growing and staffing challenges worsening.

Charleen Strauch, President of the OHSA Board of Directors and Director of Head Start of Lane County, spoke to the challenges programs face on the ground: “As a program director and board president, I see both the passion our staff bring and the immense challenges they face. We’re navigating staffing shortages, rising costs, and growing waitlists. Today was about making sure lawmakers see what’s at stake - not just numbers, but real families. We need their partnership now more than ever.”

“For six decades, Head Start has played a vital role in supporting children and families across Oregon and the nation,” said Representative Annessa Hartman (D-Gladstone and Oregon City), House Committee on Early Childhood & Human Services Chair. “Our hearing today highlighted the lasting benefits of the program, the importance of stable funding, and the real stories from families whose lives have been changed."

“Head Start programs in Yamhill and Polk counties are fundamental for our children and families,” said Vice-Chair State Representative Anna Scharf (R-Amity). “I greatly appreciate the work and services Head Start provides for our community and look forward to celebrating their success and supporting their future.”

Organizers say the day was a success in raising awareness among lawmakers and reminding Oregonians of the profound impact Head Start has had—and continues to have—on generations of children and families.
